The Help Disc Program
On behalf of the community of Capitol Heights, Maryland, we are submitting a
pilot proposal to strengthen community development, safety, and emergency
readiness/homelessness prevention tools.
To date, this area has a strong police force and fire department, but needs a new
unit for the local chapter
of the American Red Cross in local response and prevention, e.g. a disaster
prevention street team .
By offering a local chapter of the American Red Cross and The H.E.L.P
(Humanitarian Emergency Local Preparation) Disc: the new idea.
The plan is to have the disc in every library to be given away free, and distribute
them across
America for homeless or people struggling financial or anyone.
Thus, they have a starting point- i.e.,a reference point --- online or ability to call
to receive help immediately.
(Accessible as an online free resource at the library directly).
We believe that these statistics can change for the better and will ensure the
safety of the 4,138+ US citizens
(based on US Census 2000) that reside in Capitol Heights, MD. Following is a
proposal of the finer points that will
benefit this population if a chapter or division of the American Red Cross is
granted and directed by Evan Graham
The Plan:
A community unit that strictly helps improve community relations for the youth
outreach through an
American Red Cross pilot program in Capitol Heights, MD in order to reduce
violence in neighborhoods via video monitoring and
offering employment assistance to seniors and to the youth (age starting at 15
with a permit)
Reduction and monitoring of street violence through regular neighborhood watch
and foot patrol by use of
Emergency Training methods
Distribution of emergency packs (containing brochures, info discs, and online
help info samples and more with monthly updates.)
Paid training for CPR certification for Hillside American Red Cross representatives
with equipment provisions, e.g. PC needs,
video needs, CD duplication, transportation, and updated web site info in
addition to media promotion allowance
Assessment of current senior citizen population and needs as well as monitoring
and communications
for said elderly of Capitol Heights prior to the next US Census
Mental health issues: nutritional packet detailing emergency health directives
Homeless packets for on-street distribution
Monthly teen awareness meeting and community clean-up awareness
We believe that this potential satellite office will provide the immediate needs;
thereby,
saving resources from the Hyattesville, Maryland location as well as help increase
the community
value as a desirable and safe place for many new and in-coming families.
If you concur, we request that you incite discussion of the proposal to Congress
and approve a budget for this venture.
